Do not know about _ever existed_. But among the currently known
ones, according to Dinosaur Encyclopedia (Graeme Worth), the
following qualify for the contest (adult length)

Micropachycephalosaurus 0.5 mt
Compsognathus           0.6 mt
Echinodon                       0.6 mt
Microceratops                   0.6 mt
Wannanosaurus           0.6 mt
