No.  First of all they are the size of a large rabbit, not "hamster-sized".
 Secondly, though they are among the elephants' closest relatives they are
actually less closely related to them than are the sirenians (manatees
etc).  It would be more correct to say that elephants, sirenians and
hyraxes are more closely related to each other than any is to any other
mammal group.
