While mutations harmful in the presence of almost all other combinations of genes vastly outnumber sometimes beneficial ones, fairly neutral mutations are not to be underestimated.

However, it’s an interesting fact that evolution carries on quite merrily in the absence of further mutations. It can go an awfully long way simply through recombination, if the population is varied enough, and some say this aspect is more significant than mutation.
