Please tell me this is a joke. >>

He is quite serious. This is one of about a dozen new dinosaur taxa that he
has already "created" or will "create" in the next couple of years. He also
asserts that he "created" the name _Maleevosaurus_ for _Gorgosaurus
novojilovi_ several years before Carpenter's 1992 paper. Unfortunately for
his
case, this was not done in any published work by him. As evidence, he has
sent
me a portion of a manuscript that he claims he copyright-registered with the
government in something like 1984; but since this document includes
references
to and citations of publications as late as 1992, this claim is without
merit.
The ICZN accepts only published works, not manuscripts, copyrighted or
otherwise, as nomenclatural acts.

It will be more difficult to dispose of any taxa that he actually self-
publishes; indeed, some could well be valid.
