scales like feathers

I recently went to Feduccia's talk on the
evolution of birds and I saw a remarkable
convergence of reptilian scales and feathers.
These scales were elongate with a central rachis
similiar to birds. Does anyone know what organism
this was and perhaps a reference for it? Are
there any extant reptiles (saurians) with
exetremly elongated scales?
