All right. So what is the earliest known bird having a kinetic skull called?

I'd like to know the first theropod showing skull kinesis homologous to that found in birds.
Not really much of an answer to your question, but the basal pygostylian Confuciusornis lacks a kinetic skull, perhaps suggesting any development in non-avian theropods (like mononykines) was in parallel to ornithothoracine birds.
