Species, genera, and families (and ranks based on those ranks --
subgenera, superfamilies, etc.) are governed by International Commission
on Zoological Nomenclature (ICZN) <http://www.iczn.org/>.
For higher taxa, well, there is no formal set of rules -- not yet, anyway.
There is one in preparation: PhyloCode. There is a draft at
PhyloCode proposes to have only two types of formal taxa: species and
