It is. Vladimír sends his e-mails in iso-8859-2 (called Eastern European by 
Windows and Central European by Linux...). In this case è is supposed to be a 
c with upside-down ^, pronounced like English ch (farther back on the palate, 
more like some American versions of _tr_ip... just like Pinyin ch, but that 
one's aspirated). There is no ` in Czech. (While I am at it, cz is Polish for 
the same...)

Oh, er, and this post is in Western European iso-8859-1. :-)
