No.  They say Tendaguria has both basal sauropod (accessory laminae absent
in infrapostzygapophyseal cavity; interprezygapophyseal laminae absent) and
neosauropod (large pleurocoels) characters, so refer it to Sauropoda
incertae sedis.  For Janenschia, they cite the robust radius and ulna, large
oecranon, and concave area on the craniomedial surface of the proximal ulna
as titanosaurian characters.
