ICZN on families based on nomina dubia



Okay, so we've all heard how the ICZN states families (and other
family-level taxa) can't be based on nomina dubia.  This is supposedly why
Wilson and Upchurch (2003) had to drop Titanosauridae and Titanosauroidea,
and has been mentioned in relation to Ceratops, Deinodon, Hadrosaurus and
others on the DML.  But where is this rule?  The ICZN's online now at
http://www.iczn.org/iczn/index.jsp , and I can't find such a rule anywhere.
