As the authors note, the presence of quill knobs in
Velociraptor is consistent with the idea, championed
by Gregory Paul and others, that dromaeosaurs were
secondarily flightless, as flightless birds are less
likely to possess quill knobs.  
This discovery could also be interpreted to strengthen
Greg's idea that the posterolateral flange on the
second digit of the hand and bowed metacarpal III of
Sinornithosaurus are vestiges of descent from volant
ancestors.  It wouldn't shock me to see quill knobs
eventually found on troodontids, and perhaps on
oviraptorosaurs as well.
