I thought turtles (like mammals) were outside of the archosaur group.

Sure, but so are the lepidosaurs. Among the living, only crocodiles and birds are archosaurs, and neither shed their skin.

I considered that, but remained unsure, mostly because crocs have also gone back to being secondarily exothermic.

Doesn't follow. They still have skin, and they don't shed it even on their feet.
