Additionally, the main point of the original WAIR paper is that the stepwise
increase in wing development (both natural ontogeny and articially
manipulated feather size aka clipping, trimming, and control) shows a
stepwise increase in the angle of potential ascent up a surface. So a little
big of fringe gives a little benefit; selection for larger fringe allows
access up steeper surfaces, etc.
And, of course, none of these had "normal" forelimbs (if by that you mean
only scaled). These were the descendents of fuzzy animals already with some
fringed arms, and additionally Maniraptora is characterized by the elongate
arms with "tuckable" hands.
