Yup, actually, I saw that and posted what kind of bird is this on a local bird list.

I got a dozen replies that it's a green heron, and several people mentioned that green herons are known to use bait to catch fish. They are one of the tool using birds.

Excessive use of bread to "feed the ducks" may be choking our local ponds, but one animal seems to have found a way to get some extra use out of it.
