If you don't have substantial parallelism that probably means the record is woefully incomplete.

Plus, as the abstract notes: "substantial parallelism pervaded the
early history of stem-tetrapods".  I suspect the same is true for
stem-birds - specifically, non-ornithuromorph paravians.
