In Bavaria (where Sciurumimus and Archaeopteryx have been found)
nearly all fossil collecting is done by private individuals. There is
no budget for scientific fossil collection by  government
institutions--or laws to protect  or register important fossil
discoveries and assure scientific access; includes interview with
